Troy Fleming, City Manager for the City of Fort Saskatchewan, has been elected to the Board of Directors for the Canadian Association of Municipal Administrators (CAMA), marking a proud milestone for the city’s top administrator—and the community he represents.
Fleming was officially named Alberta’s representative on the national board during CAMA’s annual general meeting on May 27, held in Mont Tremblant, Quebec. He’ll serve a four-year term.
“Municipal governments play a crucial role in the health and wellbeing of Canadians,” Fleming said in a statement. “CAMA’s work is more essential than ever, and I’m honoured to be part of it.”
Fleming brings 25 years of municipal government experience to the role, including time with Strathcona County and as Chief Administrative Officer for the Town of Bruderheim. He joined Fort Saskatchewan’s administration in 2012 as General Manager of Infrastructure and Planning, and was appointed City Manager in 2017.
Since then, Fort Saskatchewan has seen major wins under Fleming’s leadership: large-scale petrochemical investments, a successful land annexation to support future growth, and enhanced city services focused on quality of life. But ask Fleming what he’s proudest of, and he won’t hesitate: it’s the team.

Fleming holds a Bachelor of Education, Bachelor of Commerce, and MBA in Public Administration from the University of Alberta. He also recently received CAMA’s 15-Year Service Award, recognizing his long-standing commitment to advancing the profession.
Locally grounded and nationally respected, Fleming’s new role places Fort Saskatchewan on the map at a national level—and reaffirms the city’s leadership in municipal excellence.
