EPS are warning that a convicted violent sexual offender will be living in Edmonton, and that there are reasonable grounds that he will reoffend.
Dwayne Kequahtooway (previously known as Dwayne Holliger) will be residing in Edmonton after he is released from custody. He is currently subject to a court order, with conditions, and will be managed by the Behavioural Assessment Unit of the Edmonton Police Service.
Kequahtooway is a sexual offender who has been violent in the past, resulting in physical harm to his victims in the commission of offences. Kequahtooway has victimized a number of females including children, adolescents and adults in a sexual manner. He has sought out single mothers for a relationship to then offend against their daughter(s). Kequahtooway has also attempted to lure young females online.
Kequahtooway has been placed on a series of court ordered conditions including:
- Must live at a residence approved by his Supervisor and must not change that address until he has received written approval from his Supervisor.
- Must abide by a curfew of 11 PM to 5 AM daily unless a varied time is approved in writing by his Supervisor.
- Must not have any guest at his residence during the hours of curfew unless that guest has been identified to and approved by his supervisor.
- Shall not purchase, possess, or consume any alcoholic beverages; shall not consume or possess any drug listed in the Schedule of the Controlled Drugs and Substances Act, any prescription drugs not prescribed to him or any other intoxicating substances.
- Must not travel out of the City of Edmonton unless he received prior written approval by his Supervisor or the Court of Justice of Alberta.
- Will immediately report to his Supervisor or designate any motor vehicle he may acquire or have access to including the year, make, model, VIN and license plate number.
- Before providing rides in his vehicle to any females he will obtain written permission from his Supervisor.
- Shall not have contact, direct or indirect with the victims of his offences or the families of the victims of his offences in which he has been convicted unless he has received written approval from his supervisor or designate.
- Shall not enter into any sexual or intimate relationship, cohabitation, marriage or common-law relationship with a person unless he has received written approval from his supervisor or designate or an order of the Court of Justice Alberta permitting this conduct.
- Shall have no contact or communication directly or indirectly with any person under 16 years of age subject to the exceptions contained in his May 19, 2021 Order Pursuant to S. 161(1) of the Criminal Code of Canada.
- Shall not attend at any schoolground, elementary school, high school, daycare, playground, youth shelter or community centre; shall not attend within 100 meters of a public park, public swimming area or recreational centers, where persons under the age of 16 are present or can reasonably be expected to be present.
- Shall not enter into any friendship, personal, or romantic relationship, cohabitation, marriage or common-law relationship with a person who is a parent-guardian of children under the age of 16 years unless he has received prior written approval from his supervisor or designate or an order of the Court of Justice of Alberta permitting this conduct.
- Shall not associate or spend time with other sexual offenders, including all persons who have sexual charges or convictions. This includes individuals who have charges or convictions for sexual assault, sexual interference, invitation to sexual touching, sexual exploitation, luring or child pornography.
