Sunny, autumn conditions for Halloween

It’ll be a bright sunshiny day today, with the daytime high hovering around normal.  Halloween looks rather decent during the day—thankfully, the threat of flurries has exited the forecast—but the trick-or-treaters are advised to wear a warm sweater under their costumes, as the temperature is expected to drop as the sun sets to an overnight low of -9.  No snow on the ground for Halloween sounds like a win to me!
